RENEWED INTEREST IN GRENADA BY FOREIGN INVESTORS
St. George, November 24, 2005 --- Plans are well underway for the December 16th official launch of the Duty Free Complex at the new Melville Street Cruise terminal. Even though the facility has already been occupied by clients, the opening will bring together stakeholders, including government, local and foreign investors, and tenants.

Already, 71% of the floor space has been rented by both local and regional clients; and Chief Executive Officer of Zublin Grenada Limited, Dick VanDijk interprets the strong showing by the regional business community as an indication that foreign investors are showing renewed interest in Grenada as an attractive investment --- especially for members of the Caribbean Single Market and Economy.

Baring the normal start-up glitches associated with any large venture, tenants have expressed confidence in the new facility, and are reportedly doing well. Shore excursion personnel from visiting cruise lines have also described the streamlining of the facility as among the best in the Caribbean.

ZUBLIN DISAPPOINTED
PRESS RELEASE
St. George, August 22 -- The Government of Grenada has been advised by Zublin Grenada Limited that the Company will accept no responsibility for any delay in the delivery date for the new duty free complex at Melville Street. This was expressed last week in a letter to the Permanent Secretary in the Ministry of Communications and Works, Mr. Crispin Frederick, as a result of government's failure to meet its obligations in regard to the relocation of vendors at the old bus terminal and welcome center.

Failure to achieve this relocation ---which was scheduled to occur by July 15 --- is hampering the construction of the square in front of the Welcome Center, which will no longer be completed by the agreed upon date. And, as a consequence, the construction of the planned spice vendor booths on that square can no longer be completed on time. Furthermore, the temporary booths alongside the welcome center still need to be broken down, since they have to be out of the way for the completion of the cruise passenger
tour-bus and taxi pick-up area at the south side of the duty free center, and the completion of that same building. The existence of vendor booths on the old bus station also hinders the timely hook-up of the duty free building to the utilities on Melville Street.

Appearing on yesterday's radio program, Sundays with George Grant, Minister of Communications and Works, Hon. Clarice Modeste-Curwen acknowledged the problem and recognized the inconveniences being caused. She has pledged to have the booths moved this week. Zublin, for its part, is pleased with government finally acting on this matter and continues to do all possible to expedite the delivery of the duty free complex as close as possible to the projected completion date of October 1.

Environmental and Socio-economical Impact Assessment
1 Introduction

The policy of the Government of Grenada is aimed at reinforcing the economy’s infrastructure in order to achieve sustainable improvement in the employment and living standards of the people of Grenada.

As a result of this policy, major investments in infrastructure, tourism development and education have been undertaken in recent years. The largest investment undertaken so far has been the development of a new cruise port facility, which became operational at the end of 2004. This project was developed and realized as a public/private partnership between the Government of Grenada and Züblin Grenada Ltd., a Dutch/Swiss based development and investment company.

Today, there is an urgent need for measures to be taken with regard to the basic town infrastructure of Grenada’s capital, St. George, thereby creating numerous opportunities for development. At the inauguration of the new cruise port in December 2004, Züblin Grenada Ltd. proposed, as an unsolicited offer to the Government and People of Grenada, to undertake the St. George’s Revitalization Project. The St. George’s Revitalization Project (SGRP) supports the implementation of the policy outlined by the Government of Grenada.

At present, Zublin Grenada Ltd. is undertaking several planning and design studies, among which an environmental and socio-economic impact assessment (ESIA) is to be carried out by international consultants in close co-operation with local and regional counterparts. The ESIA will be carried out according to international standards, and will include the following steps:

1. Scoping
2. Assessment
3. Decision-making
4. Monitoring and management

Zublin Grenada Ltd. began the first phase of scoping in June 2005. The objective of this phase is to identify the issues and possible impacts that are likely to be important when developing the project in more detail, and to identify those who need to be involved or may be affected by the development (stakeholders). Besides, it aims at establishing terms of reference which describes the outlines of the activities to be undertaken in the second phase of the ESIA. This will be done in close consultation with all stakeholders.

This document provides background information on the St. George’s Revitalization Project (chapter 2), the process of environmental and socio-economical impact assessment (chapter 3) and the process of scoping in particular (chapter 4).
